Watermark Planning was established in 2000 by Sarah McNeilly to bring together a small team of approachable and knowledgeable experts specialising in assisting with the lodgement of Development Applications.

We are town planners based on the northern beaches and experienced with projects throughout Sydney and New South Wales. Our focus is to help you understand the process, put together the best application and ensure the quickest Council Approval possible.

Sarah McNeilly

Sarah is a town planner with 25 years’ experience working as both a statutory and strategic planner in New South Wales.  She has worked in State government, for numerous local Councils and within a number of private consultancies. Sarah specialises in the preparation of Development Applications/ Statements of Environmental Effects and project managing developments from conception through to Council approval.

After a long career in the corporate planning world, Sarah realised that there were many families and local small businesses that needed help with the early stages of development – particularly in relation to whether it was worth their time or money to begin the development process. Sarah specialises in working with her clients from an early stage, to consider whether their proposed application would be feasible, right through to lodgement and approval. Through her professional and common sense approach, Sarah helps relieve her clients of the stress and worry that often comes with dealing with local councils, regardless of whether they are a first time renovator or have a number of larger projects under their belt.

She has worked on projects ranging from small residential additions to State Significant Crown Development Applications and is has experience throughout the Sydney Metropolitan area and New South Wales.

Sarah is a mum of three and lives on Sydney’s Northern Beaches.  She has qualifications in planning from University of NSW and Environmental Law from Sydney University.
